I firmly believe there are differences between graphic designers and interaction designers. Having done this for 13 years or so, I’ve seen the argument go back and forth, but technically, someone who understands full bleeds, chromalins and paper stock is rarely going to also know about Fitts’ Law, URL structures and XML.
